   The official translation of this citation reads as follows:

Meritorious service, rendered to the Kingdom of the Netherlands, in preparing and carrying out the operations of the Canadian Forces for the liberation of its territory on the European Continent in the period from September 1944 to May 1945.

   The recommendation reads as follows:

Throughout the operations which led to the liberation of the Netherlands, Brigadier Todd carried out his duties as Commander Royal Artillery 3 Canadian Infantry Division and latterly as Corps Commander Royal Artillery 2 Canadian Corps with outstanding ability and efficiency. His sound planning and aggressive direction of the units under his control provided the maximum of artillery support during all offensives and was a major contribution to the success of operations.
