   The recommendation reads as follows:

This officer not only took part in the major airborne operations on the Continent up to and including the Battle of Arnhem, but also made flights alone deep into enemy occupied territory to deliver arms and food to resistance movements. On several occasions he dropped members of the armed forces far behind the enemy lines.
His tenacity of purpose and skill when operating alone at night enabled him to produce a very high percentage of success on supply missions. This was never more clearly shown than at Arnhem where on his third flight to the battle area he was shot down when flying at low altitude in daylight over the heavily defended area.
At all times Flying Officer MacLeod displayed excellent powers of leadership which were accentuated when flying on operations against the enemy.

   According to Public Records Office Air 2/9642 the citation reads as follows:

Flying Officer MacLeod as captain of aircraft took part in the major airborne operations at Arnhem, and also made flights deep into enemy territory to deliver arms and food to resistance movements. On several occasions he dropped members of the armed forces far behind the enemy lines successfully. Flying Officer MacLeod's skill and tenacity when operating alone, at night, enabled him to obtain a very high percentage of success during supply missions. Flying Officer MacLeod was made prisoner of war when his aircraft was shot down during his third sortie to Arnhem.

Brigadier Mann has served as Chief of Staff, First Canadian Army throughout the campaign in Northwest Europe. By virtue of his great organizing and executive ability and the force of his personality, he has welded together a staff which functioned with great precision during the operations and has thus ensured that the instructions of the Commander have been executed with efficiency and despatch.
The successful operations of First Canadian Army in the Netherlands owe much to the foresight, energy and skill of Brigadier Mann who has made an important personal contribution to the liberation of that country.

Major-General Matthews has distinguished himself by the outstanding manner in which he has commanded 2 Canadian Infantry Division during operations in Holland. As a result of his sound tactical judgement and efficient forward planning, complete and rapid success was achieved by his division in all engagements. To maintain adequate control of the battle he constantly positioned his tactical headquarters well forward, thereby ensuring that every opportunity to exploit success was seized immediately and vigorously pursued. The skilful and aggressive manner in which he has directed the operations of the division has been a marked contribution to the liberation of Holland.

Colonel Matthews served at Headquarters First Canadian Army during virtually the whole period of operations in the Netherlands, first as Colonel AQ and subsequently as Colonel A. In these capacities he had very considerable administrative responsibilities under the Deputy Adjutant and Quartermaster-General. Colonel Matthews performed his duties with the utmost energy and despatch and proved himself during this period to be an exceptionally capable administrative staff officer. His work contributed very materially to the success of the operations of First Canadian Army in the Netherlands.

Group Captain McGregor commanded No.126 Wing from July 1944 to October 1945. No.126 Wing had the most outstanding successes in combat against the enemy of any Wing on the continent. Group Captain McGregor's outstanding ability and inspiring leadership played no small part in attaining these unparalleled successes. The very fine fighting pitch which was attained in the Wing in the battles of Falaise Gap was maintained through the subsequent advance through Holland, and Group Captain McGregor's personal example and leadership was responsible for their outstanding achievements.
