The recommendation reads as follows:
On the night of 19/20 December 1944, the South Saskatchewan Regiment launched a company attack against an enemy position at Groesbeek. The start line was the defensive position held by "A" Company of the Queen's Own Cameron Highlanders of Canada. This attack was repelled with heavy casualties and "A" Company of the Queen's Own Cameron Highlanders of Canada under command of Major Falloon became subjected to intense artillery and machine gun fire.
Both wireless and line communications back to "A" Company Headquarters failed as a result of this enemy fire. Major Falloon, fearing that his forward troops might be in difficulty and with complete disregard for his own safety, went forward through intense shell fire and reached the forward positions.
Just as he arrived at 9 Platoon Headquarters, the barn in which several wounded men of the South Saskatchewan Regiment had been placed, caught fire. Mortar bombs were falling nearby and machine gun fire was sweeping the area. Heedless of the danger involved this Officer led a group of men to extinguish the fire, and himself climbed to the roof of the barn to beat out the flames, even though under observation from the nearby enemy positions. Inspired by his cool, daring leadership, the men succeeded in extinguishing the fire.
Assuring himself that the situation was well-in-hand, Major Falloon was about to return to his headquarters, when he learned that the few available stretcher bearers were having difficulty evacuating the numerous casualties. Once more this Officer won the admiration of all those present by personally assisting in carrying back a badly wounded soldier whose life was at stake and who required immediate medical attention. During the journey back to Company Headquarters, the stretcher bearer himself became wounded. Major Falloon quickly and deftly administered first aid to him and they resumed the journey, returning to his headquarters from where he rendered a complete report of the situation at the front.
This is but one of the examples of Major Falloon's superb courage, devotion to duty, and exemplary spirit of leadership which gained for him the admiration of all ranks in his Battalion. As a result of wounds incurred on a similar occasion, this Officer died later, when he was again carrying out self-sacrificing tasks, which were typical of his conduct throughout the many hard-fought battles during the liberation of the Netherlands.

Brigadier Farmer distinguished himself by the capable and efficient manner in which he performed his duties as Deputy Director of Medical Services, 2 Canadian Corps during the operations which led to the liberation of Holland. His accurate appreciation of the medical requirements for all operations and his skilful allocation and control of the units at his disposal enabled the medical services to function with maximum effectiveness. This efficient clearing of casualties was a direct contribution to the success of the operations.

During operations in the Netherlands, Brigadier Farquharson served as Deputy Director of Ordnance Services, first at Headquarters 2 Canadian Corps and subsequently at Headquarters First Canadian Army. Due in large measure to his ability and leadership the Ordnance Services operated throughout this period in a most efficient manner with the result that the many items of Ordnance supply were always available when required. This capable officer has made a significant contribution to the success of operations in the Netherlands.

This officer was Officer Commanding 11 Canadian Provost Company throughout the advance of the Canadian forces through Holland. He worked in close touch with the Dutch civilian police and also was in charge of arrangements for escorting the Royal Family of Holland on numerous occasions. His untiring zeal and devotion to duty contributed largely to the excellent relations which obtained between the military police and the Dutch civilian authorities, and the maintenance of discipline during this difficult period of the war.

The recommendation reads as follows:
This officer commanded 2 Canadian Infantry Division with distinction from the time it was first committed in the Northwest European theatre of operations until 9 November 1944 when he proceeded to Italy to command 1 Canadian Corps. Under his skilful leadership this Corps added to the laurels it had already won in the Italian theatre.
1 Canadian Corps was transferred to the Northwest European theatre in March 1945. Here it was given an important role designed to destroy the enemy in West Holland. Lieutenant-General Foulkes applied himself to this problem with the utmost ability and resource. The troops under his command speedily carried out an assault crossing of the Ijssel, captured Arnhem and advanced to the Ijssel Meer. Shortly after the 25th German Army surrendered to his troops.
Lieutenant-General Foulkes, both prior to and particularly after this capitulation also addressed himself to the pressing and essential task of bringing immediate relief to the Dutch people. He did everything possible to ensure that the utmost military assistance was given to the distribution of food and other essential supplies and the restoration of public utilities. He and the forces under his command not only contributed very materially to the liberation of the Netherlands but also greatly assisted in the preliminary stages of the rehabilitation of the Dutch economy.
